COP21 must consider the past GHG emissions from the richest countries.

For rich countries, COP21 is a promise to curb national GHG emissions, but also a promise to fund poor countries in their efforts to reach net-zero.

For poor countries, COP21 promised a set of compensations and technology transfers in order to build their economy without burning their coal reserves.
